Strategy & Implementation

All Australians value animals and are committed to improving their welfare.

The Australian Animal Welfare Strategy and National Implementation Plan 2010–14 aims to deliver sustainable improvements in the welfare of all animals.

The Australian Animal Welfare Strategy (AAWS) has been developed to outline directions for future improvements in the welfare of animals and to provide national and international communities with an appreciation of animal welfare arrangements in Australia.

It was jointly developed by the Australian Government, state and territory governments, industry and the community.

The production of the AAWS was coordinated by the Australian Government Department of Agriculture, Fisheries and Forestry on behalf of the Primary Industries Standing Committee.

The Primary Industries Ministerial Council endorsed the AAWS in May 2004 and the first National Implementation Plan for the strategy in May 2006.

The National Implementation Plan describes target timeframes, expected benefits and measures of success to enable effective program management
and monitoring.

The plan provides an outline of how the Australian Animal Welfare Strategy (AAWS) will be undertaken over the period 2010–14. It is based on the Guide to preparing implementation plans of the Cabinet Implementation Unit, using a program logic approach.

This approach recognises the interdependencies of the range of AAWS activities. It also reflects the inherent time lags between AAWS activities, and the achievement of outcomes that depend on action outside the control of the strategy, such as passage of legislation.
